Lake Elsinore Civic Center

Lake Elsinore’s new Civic Center places public space for the people at its heart with open arms to the Lake and mountain views. The design embodies the charge for “a new regional destination and vision for the future.” Benefiting and representative of a proud democracy, the people occupy the center of this transparent government building.

An integrated approach to planning, architecture and landscape architecture supported by engineering and environmental design offers Lake Elsinore the opportunity to set a high standard for a new, sustainable future.

Sustainability starts with passive design strategies. Sail-like fins shade the City Hall building and morph from vertical on the east/ west orientation to horizontal on the south, giving Lake Elsinore a bold new model of environmental design. The fins are pre-cast, post-tensioned, lightweight concrete and computer-calibrated to maximize the shading around the unique potential of a curved structure.
